The SMG provides clear and concise measure definitions for California community clinics and health centers, which will be used in improving patient care, quality improvement efforts, and to fulfill reporting requirements. The standardization of measures is in important step towards reporting on impending meaningful use measures. This free network currently includes over 70% of all hospitals in the state and is now being rolled out to community clinics and health centers. CDPH RELEASES RESPIRATORS TO COMBAT SPREAD OF H1N1 IN HEALTHCARE SETTINGS -The California Department of Public Health is deploying half of the state’s emergency stockpile of N95 respirators to local health departments for dispersal to hospitals and clinics to ensure they can protect patients and themselves from the spread of H1N1 in health care settings. Cal OSHA) has released new guidance to the health care community for the proper use of the respirators. HRSA PUBLISHES H1N1 FAQS FOR HEALTH CENTER PROGRAM GRANTEES - HRSA encourages grantees to be proactive in their emergency preparedness planning and to coordinate with existing partners at the State and local level in the development of State and local preparedness and response plans. As health centers work within their communities to identify contributions they can make to community preparedness, they must also take into consideration the need to maintain their ongoing capacity to deliver access to quality primary health care service to their patients. IOM URGES STATE, COMMUNITY PUBLIC HEALTH CRISIS PROTOCOLS - State and local health agencies must develop protocols that guide providers on how to allocate scarce resources during public health crises and providers must have stronger legal protections to be able to make such decisions, the Institute of Medicine said in a new report to HHS. http://www.communityclinicvoice.org/webx/.eeb5e9b/

SAMHSA MENTAL HEALTH SERVICES GRANTS - $1.3 million dollars available for 19 grants of up to $75,000 each to deliver quality mental-health services to under-served individuals with histories of trauma, veterans, or those who have been involved in the criminal justice system. The grants will also be used to promote activities related to partnership development, coalition building and economic empowerment as part of the recovery process. SPECIAL ARRA-FUNDED NATIONAL HEALTH SERVICES CORPS /STATE LOAN REPAYMENT APPLICATION CYCLE NOW OPEN - $50,000 in funding is available on a first-come, first-serve basis for qualified primary healthcare providers who commit to a two-year service obligation at a public or private non-profit facility that is located in a Health Professional Shortage Area. This special NHSC/SLRP cycle ends December 1, 2009 or when funds are expended, whichever comes first. KAISER PERMANENTE AWARDS $19 MILLION IN SAFETY NET, COMMUNITY HEALTH GRANTS - Third-quarter grants focused on improving the quality of care in public hospitals and community clinics, creating respite care programs for the homeless, providing communities with access to healthy foods during hard economic times, and awarding scholarships to children interested in careers in health care. IMPACT OF MEDI-CAL CITIZENSHIP AND IDENTITY DOCUMENTATION REQUIREMENT: FINDINGS FROM SIX COUNTIES - The federal Deficit Reduction Act’s Citizenship and Identity Document Requirement has not only been ineffective in rooting out fraudulent Medi-Cal applicants and enrollees, but has also resulted in increased costs and workload for counties, according to a new study that reports findings from site visits to six counties. http://www.communityclinicvoice.org/webx/.eeb611a
CSRHA SUMMARY OF KEY HEALTH BILLS UNDER CONSIDERATION IN CALIFORNIA - Of the more than 24 bills CSRHA tracked this last year, ten were passed by the Legislature and signed into law by the Governor, and one item was vetoed – AB 657 (Hernandez), which would have established a Commission to develop a health care workforce master plan. Newly passed and signed laws generally go into effect on January 1. WEATHERING THE STORM: STATE FUNDING FOR HEALTH CENTERS DURING AN ECONOMIC CRISIS - NACHC reports a 13% decline in state funding from State Fiscal Year 2009 and a 23% decline since SFY 2008. OVERVIEW OF RECENT CUTS TO CALIFORNIA'S SAFETY NET- An October 2009 update from California Budget Project reviews recent funding cuts and policy changes that affect safety-net programs for low-income and vulnerable Californians. All General Fund support for community clinic programs was eliminated. And, while it could have been worse, writes CBP, it will be difficult for state policymakers to quickly reverse cuts to safety-net and other programs, particularly in the absence of additional revenues. ** HEALTH REFORM:
HOUSE HEALTH REFORM BILL INTRODUCED: HEALTH CENTER FUNDING INCLUDED - HR 3962 contains critically important investments in health care access, reports NACHC: $12 billion in new, guaranteed funding for Community Health Centers over 5 years through the Public Health Investment Fund, which will allow health centers to expand to serve up to 20 million new patients by 2015, and $2 billion in new funding for the National Health Service Corps for scholarships and loan repayment. The bill would raise Medicare reimbursements to primary care doctors in some CA counties now designated as rural, and it includes a provision that would establish national standards for electronic HIPAA transactions. USING PRIMARY CARE TO BEND THE COST CURVE: THE POTENTIAL IMPACT OF HEALTH CENTER EXPANSION IN SENATE REFORMS - The George Washington University projects that an expansion of Community Health Centers, if funded at the levels approved by the Senate HELP Committee earlier this year, would produce nearly $370 billion in overall savings to the health care system, including $105 billion in federal Medicaid savings, over the next 10 years. CALIFORNIA HEALTH CENTERS PLAY BIGGER ROLE IN CALIFORNIA HEALTH CARE - In a featured story centering on California, The Associated Press reports on the key role Community Health Centers are poised to play in health reform. The article highlights Community Clinic Consortium serving Contra Costa and Solano counties, United Health Centers of San Joaquin Valley, La Clinica de la Raza in Oakland, Brookside Community Health Center in Richmond and the Alliance for Rural Community Health, as well as NACHC. Community clinics will be a critical element to ramping up capacity to care for millions of new patients. HEALTH IT STIMULUS PROGRAMS TAKING SHAPE- Recent developments include: ONC announced plans to award $564 million for statewide health information exchange and $598 to support 70 regional extension centers. CMS sent state Medicaid directors a letter outlining reimbursement for state payments to health care providers who participate in the health IT stimulus program and demonstrate meaningful use., and sought comments on the required state health IT planning documents for the electronic health record incentive program; comments are due by Nov. 10. STATE’S HEALTH INFORMATION EXCHANGE GOVERNANCE ENTITY UPDATE - The HIE-GE will oversee and manage the development and implementation of statewide health information exchange services to support improvements in health care delivery and meaningful use incentive payments for California providers. HEALTH IT TOOLS BOOST HEALTH OUTCOMES - Researchers at Johns Hopkins University say select consumer health informatics applications may effectively engage consumers, enhance traditional clinical interventions, and improve both intermediate and clinical health outcomes. Another RAND study found the use of advanced electronic health records is associated with modest improvements to physician performance on certain quality measures and could contribute to improvements in chronic disease management and preventive care. SAMPLE 990 POLICIES: CONFLICT OF INTEREST, DOCUMENT RETENTION, WHISTLEBLOWER - Through the release of the revised Form 990, the IRS has indicated its intention to continue its scrutiny of the corporate governance policies and procedures of nonprofit organizations. One of the changes to the new Form 990 is that it asks whether the organization has adopted a written conflict of interest policy, a whistleblower policy and a document retention policy. Public Counsel's Community Development Project, with the support of the Annenberg Foundation, has designed a sample conflict of interest, whistleblower and document retention policy for nonprofit organizations. ** QUALITY: HEALTH CARE QUALITY IN U.S. NOT IMPROVING - National Committee for Quality Assurance reports the quality of U.S. health care was virtually stagnant in 2008, a disturbing slowdown after a decade of improvements. The trend was seen in care provided to people with private insurance coverage as well as in Medicare and Medicaid. There were a few notable improvements in areas such as keeping heart attack patients on life-saving beta blocker drugs and delivering flu shots. But there were disquieting declines in several measures related to mental health, diabetes care, the overuse of imaging for low back pain and breast cancer screening. HEALTH IT WORK FORCE SHORTAGE - $20 billion for health IT implementation in the federal stimulus package could exacerbate the health IT work force shortage in the short term. MEDICAL EDUCATION MUST BE CORE PART OF CHC MISSION TO ADDRESS WORKFORCE CRISIS -Community health centers have become the centerpiece of the nation's efforts to provide access to primary care for all and therefore experience a greater need for primary care providers, who already are in short supply.
