KAISER PERMANENTE AWARDS $7 MILLION TO SAFETY NET PROVIDERS - Kaiser Permanente this month announced 57 grants to Northern California safety net providers. Its Northern California Region Community Benefit plans to award more than $28.5 million in grants for community programs this year, a nearly 24 percent increase from the $23 million it donated in 2006. A similar program serves the Southern California Region.

** GREEN BUILDINGS:
GREEN HOUSE REPLICATION INITIATIVE ON LONG-TERM CARE - With grant funding from The Robert Wood Johnson Foundation (RWJF), NCB Capital Impact is working to replicate the Green House model, a new and innovative approach to long-term, skilled nursing care, on a national level. The Green House is intended to de-institutionalize long-term care by eliminating large nursing facilities and creating home-like, social settings.

THE GREEN DIRECTORY - Sustainable Design Forum's Green Directory is a comprehensive resource for those seeking environmental products and services, everything from eco-friendly materials to green designers and builders for your next project. COMPUTER REFURBISHING MOVEMENT GAINS MOMENTUM - TechSoup provides information and resources on refurbishing programs, which maintain, update, and restore computers so that they can be repurposed or donated. Refurbishing a computer, which costs about $70 and takes about five hours of a technician's time, saves five to 20 times more energy than recycling over its lifetime.

SAN FRANCISCO JOINS GREEN BUILDING TREND - S.F. aims to be one of the nation's first large cities to require that new, privately developed buildings meet rigorous standards of environmental friendliness. The decision to pursue such standards, which will need Board of Supervisors approval, follows similar actions taken in Boston and Washington. Smaller cities also have adopted such mandatory rules, including several in the Bay Area. A McGraw-Hill study sees 2007 as a "tipping point," and predicts green building will comprise 10% of the nonresidential construction market.

** HEALTH POLICY AND TRENDS:
FY 07 CONTINUING RESOLUTION WITH $207 MILLION INCREASE FOR HEALTH CENTERS SIGNED INTO LAW - The funding increase includes $25 million designated for Base Grant Adjustments to help existing health centers cover the costs of caring for a burgeoning patient population. The omnibus appropriations bill would fund most federal agencies until Sept. 30, the end of FY 2007.

PRESIDENT RELEASES FY2008 BUDGET - Although the proposed budget calls for continued funding for a second expansion initiative that aims to put a health center in every poor county in America that lacks one, the $1.988 billion for Community Health Centers next year looks like a funding freeze compared to the current year, reports NACHC. The President’s budget also calls for cuts to Health Professions Training programs and key rural health programs, and it eliminates funding for the Urban Indian Health Program. In Medicare and Medicaid, the Bush budget proposes nearly $100 billion in savings over the next five years, the single largest set of proposed health spending reductions during his Presidency. The move may well de-stabilize many health care safety net providers, writes NACHC. The president's proposed budget for the entire health IT agenda in fiscal year 2008 is $165 million, a 43% increase from FY 2007. RESPONSE TO GOVERNOR'S HEALTHCARE PROPOSAL: A Low-Income Perspective - The Health Consumer Alliance's analysis finds that, in its current form, the Governor’s health proposal does not provide affordable coverage and cuts services and eligibility for some Medi-Cal beneficiaries. REVIEW OF CA HEALTHCARE REFORM PROPOSALS - Governor Schwarzenegger’s proposal stresses the need for universal coverage of all Californians and "shared responsibility" between employer and employee. Senate President Pro Tem Don Perata has proposed a similar plan, but would only apply to working, legal residents. The third major health care reform scheme, introduced by Assembly Speaker Fabian Nunez would offer coverage to all children in California regardless of residency status but would not require an individual mandate. All three proposals insist on an expansion of Medi-Cal and the Healthy Families Program. California State Rural Health Association provides a full review and comparison chart of the three proposals.

BIPARTISAN CHILDREN'S HEALTH PLAN UNVEILED - Democratic and Republican House members, backed by a broad industry and consumer coalition, announced a $60 billion plan intended to provide health insurance to most American children without it. It would combine an expansion of SCHIP and Medicaid, to cover more low-income children, with a new tax credit to help middle-income families purchase health insurance policies.

PARTNERSHIP FOR MEDICAID URGES CONGRESS TO ADDRESS TOP SAFETY NET ISSUES - National non-partisan coalition urges the 110th Congress to make the right choices this year on several critical issues affecting safety-net providers and the health and well-being of our nation’s vulnerable and underserved populations. Recommendations include: Preserve Medicaid’s Integrity in any Reform Efforts; Reauthorize and Fully Fund the State Children Health Insurance Program; Prevent Cuts to Medicaid Reimbursement for Safety Net Providers; Eliminate Negative Impact of Medicaid Citizenship Documentation Requirements, among others.

HIT STANDARDS AND INTEROPERABILITY - The above compromise is a far better outcome for both HL7 and ASTM then back in July of 2005 when they were threatening to sue each other, writes Will Ross in a related discussion. He thinks the most interesting new development is WikiHIT from Tolven Health.

HIT PRIVACY CONCERNS - During a congressional hearing on Feb 1, 2007, federal lawmakers voiced concern that HHS is not acting fast enough to implement privacy protections in its health information technology initiatives. The hearing coincided with release of a GAO report that warned implementation of new technology has moved ahead of the development of privacy and security policies under the federal government's current health IT efforts -- a move that could prove difficult and costly to reverse. The Markle Foundation proposes a comprehensive privacy and security framework developed by the Foundation's Connecting for Health Collaborative. Paul Feldman resigned as co-chairman of the Confidentiality, Privacy and Security (CPS) work group of the American Health Information Community, citing lack of progress in developing a privacy policy. Peers in the privacy community called Feldman's departure a "wake up call" for HHS.

Included are new directions for using aspirin, hormone therapy and vitamin and mineral supplements in heart disease and stroke prevention in women.
