** FUNDING:

CDHS HEALTH CARE COVERAGE INITIATIVE - The Coverage Initiative is a component of the five-year section 1115 Medi-Cal Hospital/Uninsured Care Demonstration that makes available $180 million of federal funds each year for years three, four, and five of the Demonstration. The application due date has been extended to 5pm on January 5, 2007.

FY 2007 NEW ACCESS POINT - Applications are due December 6. Replays of HRSA's Oct 23 New Access Point Technical Assistance Call available through Dec 6. CPCA has developed a resource guide for the NAP, including examples of a business plan, health care plan, and needs assessment worksheet. This funding opportunity completes the New Access Point program under the first President's Health Center Expansion Initiative that was begun in FY 2002. Application guidances are expected in the winter of 2007 for a new expansion program, the President's High Poverty Counties Initiative, to include both New Access Point and health center planning grants.

SEED GRANTS: COMMUNITY-BASED EFFORTS TO PROMOTE BREAST CANCER AWARENESS AND EARLY DETECTION - The Nancy R. Gelman Foundation funds community-based efforts to promote breast cancer awareness and early detection among populations at increased risk; or development of information materials to encourage appropriate screening and to help guide patients through treatment options, among other projects. Applications due January 17, 2007.

COMMUNITY ACCESS TO CHILD HEALTH IMPLEMENTATION FUNDS PROGRAM - American Academy of Pediatrics will make six-month grants of up to $10,000 to pediatricians in the planning or pilot stages of community-based child health initiatives that increase access to medical homes and other needed services. Apply by January 31.

AHRQ, NIH MOVE TO E-APPLICATIONS FOR GRANTS - Beginning with grant proposals due Feb. 5, the National Institutes of Health and two other Department of Health and Human Services agencies, Agency for Healthcare Research and Quality and the CDC's National Institute for Occupational Safety and Health, will require their largest groups of potential grant recipients to submit applications electronically, using Grants.gov. A free webcast training on Dec 5. will focus on the transition.

CALIFORNIA FOUNDATIONS: TRENDS AND PATTERNS - Report finds that foundations have weathered the economic downturn and giving has exceeded the high levels set in 2000. Large regional disparities exist--resources are concentrated in the Bay Area and Los Angeles, with not enough funding going to the state's neediest areas.

** HEALTH POLICY & TRENDS:

THE IMPACT OF THE CONGRESSIONAL ELECTIONS ON HEALTH CARE - Expansion of children’s health care coverage and improvements to the Medicare Part D will receive a tremendous boost when the new Congress convenes in January, writes Families USA. Major changes in Medicaid are unlikely to be adopted. National Association of Community Health Centers writes that new Members of Congress need to be educated about the history and value of America's health centers, and on our policy agenda for 2007. Congress has yet to approve the full $181 million increase requested by the President, which would extend affordable health care services to 1.5 million new patients in communities across the country. Lawmakers also need to reauthorize the Health Centers program for another five years.

HEALTH CENTERS' FY07 APPROPRIATION STILL TO BE DECIDED - It appears likely that programs in Labor-HHS (including health centers) will continue to be funded at last year's levels under a "Continuing Resolution," reports NACHC.

ELECTION RESULTS MAY HELP MOVE U.S. TOWARD A HIGH-PERFORMANCE HEALTH CARE SYSTEM - The Commonwealth Fund writes that a truly bipartisan approach to health care could help the country begin to address serious problems like the rising numbers of uninsured and soaring health care costs--issues which Americans have identified as top priorities. New efforts to speed the adoption of information technology may also move into the spotlight.

CA GOVERNOR AIMS TO EXPAND HEALTH COVERAGE - Gov. Arnold Schwarzenegger has announced that his second-term goals include reducing health care costs and extending coverage to all 6.7 million uninsured California residents. His proposal is expected to focus on expanding coverage for children, promoting a healthy lifestyle, reducing costs and utilizing technology.

CALIFORNIA HEALTH-RELATED BALLOT MEASURES FAIL - Both Prop 85 Waiting Period and Parental Notification and the Prop 86 Tobacco Tax were rejected by California voters in November.

EVERY CHILD, EVERY PROMISE: TURNING FAILURE INTO ACTION - America’s Promise Alliance has enlisted the National Association of Community Health Centers in a partnership to ensure that children receive the promise of a healthy start through America’s Health Centers. The first comprehensive study of how well our children are receiving key developmental resources that correlate with success finds that one third of teens lack access to a doctor, dentist, and heath insurance.

INSURERS PROPOSE HEALTH CARE COVERAGE EXPANSION - America's Health Insurance Plans this month released "A Vision for Reform" that seeks to extend health insurance to all children within three years and to almost all adults within 10 years. About 46.6 million U.S. residents lacked health insurance in 2005, a 17% increase from 2000. The proposal, which would cost an estimated $300 billion over 10 years, does not include a plan to finance it, and it fails to address several key issues, such as how to reduce health care costs, and industry practices that exclude people in poor health. Equally important are steps to make sure that every American has a health care home, writes NACHC.

A TEAR IN THE SAFETY NET - Many hospitals lack financial assistance policies to aid low-income and uninsured patients, according to a report recently released by Health Consumer Alliance and funded by The California Endowment. The report also highlights "best practices" that offer financial assistance and make information about programs available to patients.

NEW! HEALTH CENTER USE OF ELECTRONIC HEALTH INFORMATION, 2006 - NACHC has updated state fact sheets on health centers' adoption of electronic health information and barriers to adopting health information technology. The state-level findings are based on a 2006 national survey of health centers.

CCV DISCUSSION - There is little doubt that to commit to an EMR is a major culture and operations change, writes Dean Germano of Shasta Community Health Center. We need the State and Feds to recognize this as a major commitment of resources where most of the payback is to the payor (State and Feds) and the patients (better patient care) and not really to the practice given all that needs to happen... Having said that, I believe in the next few years the technology and implementation strategies will improve and the roll-out with other partners will make more sense. In the meantime wish us well. STUDY FINDS GAPS IN IT ADOPTION - Doctors in smaller practices continued to lag behind, but clinical IT was generally as likely or more likely to be available to physicians in practices treating larger proportions of vulnerable and underserved patients as other physicians. Access to IT was lower than average, however, for physicians in CHCs for two of the five clinical activitiesexchanging clinical data and accessing patient notes.

SURVEY: MANY EXPECT HIT LEGISLATION TO PASS IN NEW CONGRESS - HIT proponents are turning their hopes to the New Democrat Coalition (NDC), a moderate, pro-growth congressional group promoting economic growth through technology, science, and research and development. NDC also hopes to be instrumental in the adoption of EHRs, grants to support HIT networks, and reduced regulatory barriers for implementing e-health information.

CMS MIGHT SEEK TO PROMOTE HEALTHCARE IT THROUGH REGULATION - Lacking enactment of legislation to promote healthcare IT, CMS might have to help forward health IT on a regulatory basis, according to Acting CMS Administrator Leslie Norwalk, who says CMS might seek to promote healthcare IT through demonstration projects that test new forms of reimbursement and healthcare delivery and through Medicare Quality Improvement Organizations.

** MEDICARE - MEDICAID:

THE MEDICARE DRUG BENEFIT: CHANGES IN CALIFORNIA FOR 2007 - Open enrollment for the Medicare Part D prescription drug benefit runs through December 31, 2006; analysis shows many beneficiaries will have to switch plans to take advantage of lower Medicare drug premiums in 2007. A CHCF fact sheet highlights several important changes to the drug benefit and the options available to Medicare beneficiaries in California for 2007.

MEDICARE PAYMENTS TO PHYSICIANS WILL DECREASE 5% ON AVERAGE NEXT YEAR - Under the final version of CMS rules made public on Nov 1, 2006, payments will increase for most "evaluation and management" services, such as preventive care. Payments will increase by one-third for office visits, the most frequently billed physician service.

MEDICAID COMMISSION ISSUES RECOMMENDATIONS - A federal Medicaid commission appointed last year by HHS Secretary Leavitt on issued a report to Congress that recommended placement of the sickest beneficiaries in managed care plans and additional flexibility for states to administer benefits under the program. NACHC expressed disappointment with the proposal to allow states to shift dual eligible patients in Medicaid Advantage plans.

CALIFORNIA DELAYS ENFORCING MEDICAID PROOF-OF-CITIZENSHIP LAW - The state is reviewing concerns that county officials and health care providers raised before issuing regulations for counties. About 20 other states also have not yet implemented the law. And, an Administrative policy change threatens coverage for poor infants, writes Center for Budget and Policy Priorities: CMS has instructed states that they may no longer provide automatic coverage to some babies who are born in the United States and are U.S. citizens, if the mother does not herself meet citizenship requirements for Medicaid.

AHRQ LAUNCHES ELECTRONIC PREVENTIVE SERVICES SELECTOR (ePPS) TOOL FOR PRIMARY CARE CLINICIANS - Designed for use on a PDA or desktop computer to allow clinicians access to the latest recommendations from the AHRQ-sponsored U.S. Preventive Services Task Force. And, AHRQ recently announced distribution of the 2006 Guide to Clinical Preventive Services, a pocket-sized book featuring the Task Force's latest preventive screening recommendations, and has also released the Adult Preventive Services Timeline, a wall chart based that can help determine who needs preventive services and when.

STUDY: PHARMACY CARE PROGRAMS BOOST REGIMEN ADHERENCE - Study finds adherence increased to 96.9% from 61.2% six months after a pharmacy care program was implemented. Researchers recommend health care delivery systems promote programs that increase medication adherence when dealing with populations that are less likely to comply with treatment regimens.

NEW REPORT: U.S. HEALTH WORKFORCE PROFILE - As the nation confronts a shortage of nurses that is predicted to grow with the retirement of baby boomers, a new report by the Center for Health Workforce Studies at the University at Albany's School of Public Health finds that California has the fewest registered nurses per capita of all the states. Only 5%t of the nation's RNs are minorities. The report details the supply, distribution, and education of health personnel in all 50 states and D.C.

HEALTH CARE WORKFORCE CHARTBOOK - The Center for the Health Professions at UCSF has released a comprehensive chartbook on the frontline health care workforce in collaboration with the Robert Wood Johnson Foundation. It offers a synthesis of useful information across the frontline occupations, including occupational growth, per capita employment, demographic, and wage data.

HEALTH PROFESSIONS DIVERSITY LEADERSHIP SUMMIT - Discussion comes amid rising concerns about the nation’s primary care workforce, with a projected steep decline in the number of primary care physicians, and significant clinical vacancies reported at Community Health Centers around the country. NACHC calls for reauthorization of the National Health Service Corps programs, and greater participation of health centers in the Health Careers Opportunity Program (HCOP) and the Centers of Excellence (COE), two diversity programs.

PHYSICIANS INCREASINGLY WORK BEYOND RETIREMENT AGE - Data from the American Medical Association indicates that about 18% of doctors in 2004 were age 65 and older, an increase of 2% since 1993 and 5% since 1975. However, two recent studies have countered the assumption that experienced physicians provide better care.
