TEAM OF CA UNIVERSITIES SELECTED FOR INITIATIVE ON PHRs AND CHRONIC CARE - UC-Berkeley, UC-San Francisco, UC-Irvine and Charles Drew University are among the recipients of $2.4 million in grants from the Robert Wood Johnson Foundation aimed at testing how personal health records and other technologies can capture data for use in chronic disease care.

ELEMENTS FOR IMPROVING CHILDHOOD ASTHMA OUTCOMES - A new report from George Washington University looks at the startling (and rising) numbers of children with asthma, now more than one in seven kids. The report puts forth the first-ever evidence-based national plan to improve childhood asthma.

FIRST COMPREHENSIVE REVIEW FINDS PERVASIVE RACIAL/ETHNIC DISPARITIES IN PEDIATRIC CARE - The country's 31.4 million minority children face higher overall death rates than Caucasians, and certain groups face greater violence and higher incidence of HIV/AIDS, sexually transmitted diseases, asthma, ADHD and certain types of cancers, according to a report from the American Academy of Pediatrics.

AHRQ LAUNCHES HEALTHCARE 411 EN ESPANOL, VITAL HEALTH CARE INFORMATION FOR SPANISH SPEAKERS - Audio news series provides Spanish speakers with evidence-based consumer information to help them stay healthy, prevent diseases, compare the effectiveness of various medical treatments, and obtain high-quality and safe health care. The new initiative is part of a broader effort by AHRQ to reduce health disparities.

DRUG FREE COMMUNITIES MENTORING GRANTS - The Mentoring Program helps new community coalitions learn about effective prevention strategies from the experiences of more established coalitions. Fifteen grants of up to $75,000 per year are available; applications due April 23.

NEW FEDERAL GRANT TO HELP BOOST PROVIDERS IN RURAL COMMUNITIES - HRSA announces a $4 million Rural Workforce Development grant, one-time funding to 20 established and sustainable network programs for recruitment and retention of primary and allied health care providers in rural communities. STUDENT/RESIDENT EXPERIENCES AND ROTATIONS IN COMMUNITY HEALTH PROGRAM (Cal-SEARCH) - This OSHPD program aims to increase the recruitment and retention of culturally competent, community oriented health professionals in California's community clinics and health centers by providing health profession students/residents with clinical experiences linked to preceptors, mentors and community projects. TCE's NEW CAPACITY BUILDING FOR MINORITY-LED ORGANIZATIONS INITIATIVE - The California Endowment this month announced an expansion of its longstanding support of minority-led nonprofits, with more than $1.4 million in new funding to strengthen grassroots organizations focused on improving the health and well-being of communities of color.

SENATE SUBCOMMITTEE REJECTS GOVERNOR'S PLAN TO CUT HEALTH PROGRAMS - Gov. Schwarzenegger has proposed eliminating programs such as In-Home Supportive Services and Healthy Families, California's Children's Health Insurance Program.

COURT RULES AGAINST STATE CUTS TO MEDI-CAL RATES, UPHOLDS GOVERNOR'S LINE-ITEM VETOES - The Ninth U.S. Circuit Court of Appeals issued four rulings that upheld previous court decisions blocking state budget cuts to Medi-Cal reimbursement rates and wages for In-Home Supportive Services workers. Earlier, judges ruled that Schwarzenegger did not exceed his constitutional authority when he used line-item vetoes to cut an additional $316 million from health care and social service programs in a July budget revision package.

CPCA RELEASES MEDICAL HOME WAIVER CONCEPT PAPER - CPCA's demonstration proposal for the new Medicaid waiver supports a meaningful and vigorous demonstration of the medical home concept. Using a new 1115 waiver, California’s counties could prepare for swift implementation of federal reform, says a presentation from Insure the Uninsured Project (ITUP).

UCLA STUDY: NEARLY 25% OF CALIFORNIANS LACK HEALTH COVERAGE - More than eight million Californians lacked health insurance coverage for all or part of 2009, up from 6.4 million in 2007.

USING INFORMATION IN COMMUNITY BUILDING AND LOCAL POLICY: CASE STUDIES - The National Neighborhood Indicators Partnership (NNIP) is a collaborative effort of the Urban Institute and local organizations in more than 30 cities that operate recurrently updated information systems with neighborhood level data. Case studies include those from the Urban Strategies Council in Oakland and the Community Services Planning Council in Sacramento.

INDIAN HEALTH CARE IMPROVEMENT ACT MADE PERMANENT - The version of the IHCIA signed into law as part of the Patient Protection and Affordable Care Act includes many major changes and improvements such as comprehensive behavioral health, prevention, and treatment programs for Indians, and establishment of a Community Health Representative program for urban Indian organizations to train and employ Indians to provide health care services. http://www.communityclinicvoice.org/.eec5345

OBAMA TO NOMINATE HARVARD MEDICAL SCHOOL'S BERWICK TO LEAD CMS - Donald Berwick, a physician and quality and patient safety expert who teaches pediatrics and health policy at Harvard Medical School and Harvard School of Public Health, also co-founded the Institute for Healthcare Improvement. If confirmed, he would become the permanent administrator of CMS, a position vacant since 2006, and would be charged with implementing dramatic changes under the recently passed health reform law.

DEA ISSUES INTERIM FINAL RULE ON E-PRESCRIBING OF CONTROLLED DRUGS - Current DEA regulations prohibit the use of e-prescribing for controlled substances, forcing health care providers who use e-prescribing systems to maintain paper processes. DEA will accept public comments for 60 days following the rule's publication in the Federal Register on March 31. "Promising!" tweets Jonah Frohlich.

CONGRESS RECESSES WITHOUT AVERTING MEDICARE PAYMENT CUTS OR EXTENDING COBRA HELP - The Senate adjourned for spring recess without passing legislation that included a temporary extension of COBRA subsidies, long-term unemployment benefits, and a freeze on a scheduled 21% pay cut in Medicare reimbursement rates set to go into effect on April 1. It's unlikely the cuts would actually kick in, and the chamber likely will vote to end debate on the bill after it reconvenes April 12.

ALARMING RATES OF MATERNAL MORTALITY IN THE U.S. - The U.S. maternal mortality ratio doubled from 6.6 deaths per 100,000 births in 1987 to 13.3 deaths per 100,000 births in 2006, according to a report from Amnesty International report, which calls for an Office of Maternal Health within HHS to improve outcomes and reduce disparities, among other recommendations. California's maternal mortality tripled over ten years. An alert asked doctors to consider morbid obesity, high blood pressure and diabetes, along with hemorrhaging from cesarean sections, as contributing factors. Nearly one in three babies now are born by C-section in the U.S.

LAWYERS TEAM UP WITH CLINIC HEALTH CARE PROVIDERS - A partnership between Neighborhood Legal Services and St. John's is part of a growing trend to bring together doctors and lawyers in low-income neighborhoods across the nation. In California, there are ten such programs that serve 23 hospitals and health centers.

** HEALTH REFORM:

FEDERAL HEALTH REFORM: KEY RESOURCES FOR HEALTH CENTERS - On March 30, 2010, President Obama signed the health reform "corrections" bill (HR 4872) into law, completing the current legislative process for a U.S. health care overhaul. The corrections bill makes changes to specific provisions in the health reform bill (HR 3590) Obama signed last week. Health Care Reform is an investment of 11 billion dollars over 5 years in Health Centers and creates a Medicaid expansion that will insure millions of new and existing CCHC patients. HEALTHCARE OVERHAUL SHIFTS FOCUS TO PREVENTION, WELLNESS AND PUBLIC HEALTH - Contained within the pages of the health care reform bill are a number of provisions that, once enacted, will set the U.S. health care system on a path that makes prevention a priority, writes Dr. Robert Ross of the California Endowment. It establishes the National Prevention, Health Promotion, and Public Health Council to coordinate federal prevention, wellness and public health services, and to develop a national strategy to improve the health of Americans. And it creates a dedicated funding stream for prevention and public health programs.

HEALTH REFORM LAW COULD LIMIT CALIF.'S PROPOSED PROGRAM CUTS - A provision in the new national health care reform law requires states to maintain their Medicaid and Children's Health Insurance Programs to continue to receive federal funding. If Gov. Schwarzenegger attempts to follow through with his proposed $6.4 billion cuts to state health and human service programs, including Healthy Families, California would have to forgo all federal Medicaid funding, amounting to billions of dollars annually. Health Access Executive Director Anthony Wright says federal health care reform will benefit, not burden, the state: The federal government will, over the course of the next 10 years, provide $33 billion to help cover low-income Californians.

HIGH-RISK POOL CHANGES FIRST REFORMS ON TAP IN CALIFORNIA - One of the first changes California and other states will see as a result of national health reform is the creation of a new insurance pool for "high-risk" patients. Within 90 days, people with pre-existing medical conditions who have been unable to obtain coverage on the individual market will be eligible for insurance from the new $5 million national pool. How the new pool will affect California's existing program will be closely watched, writes George Lauer for California Healthline. Many California health programs and agencies eventually will face questions similar to those now confronting MRMIB -- questions about how state agencies interact with new federal policies.

HEALTH IT, ELECTRONIC REPORTING SEEN AS KEY TO HEALTH REFORM - The law calls for new and expanded electronic quality reporting by health care providers through the use of EHRs, health information exchanges and networks, with a goal to collect data to tie treatments and outcomes to payments.

** IT & HEALTH CARE:

CAL eCONNECT TO RUN CA HEALTH DATA EXCHANGE -The new nonprofit will oversee the development of the state's health information exchange and help California health care providers meet certain data exchange criteria to qualify for incentive payments from the 2009 federal economic stimulus package. Pacific Business Group on Health initially will help host the new data exchange. An initial board meeting was held March 25.

QUEST DIAGNOSTICS SUPPORT OF ELINCS LAB STANDArd - The California HealthCare Foundation announced that Quest Diagnostics, a leading provider of diagnostic testing, information, and services, is supporting the EHR-Lab Interoperability and Connectivity Specification (ELINCS) in its national data exchange hub, making it easier for physicians to electronically access Quest Diagnostics laboratory results.

BLUMENTHAL ON FEDERAL HEALTH IT STRATEGY, TIMELINE - CMS received more than 2,000 comments on the notice of proposed rulemaking describing how health care providers can demonstrate meaningful use of certified electronic health records to qualify for incentive payments under the 2009 federal economic stimulus package and more than 300 comments on the interim final rule describing required certification standards for EHR technology. Final rules are expected to be published in late spring or early summer. Physician groups and other stakeholders are calling for CMS to scale back its "all or nothing" approach for meeting criteria in favor of a more gradual implementation.

** RURAL HEALTH -

THE BIG PICTURE - CSRHA reports on the Legislative Rural Caucus Informational Hearing last month. CSRHA's latest policiy brief focuses on eHealth, which unites health care with technology and electronic communication to better serve rural communities. A statement from CPCA says the Governor’s proposed cuts to Medi-Cal are a problem for rural clinics who rely on Medi-Cal for the majority of their income and are already operating on the leanest of budgets.

STUDY FINDS NURSING WORKFORCE IS GROWING AND MORE DIVERSE - HRSA reports an increase of more than 5% in the number of licensed registered nurses in the U.S. from 2004 to 2008. In 2008, 16.8% of nurses were Asian, Black/African-American, American Indian/Alaska Native, and/or Hispanic; an increase from 12.2% in 2004.
