A total of $1 million will be award in two funding rounds in 2010. Applications for the first funding round are due by March 22; applications for the second funding round will be due August 9, 2010.

ACTIVE LIVING RESEARCH AND NEW CONNECTIONS GRANT OPPORTUNITIES - Robert Wood Johnson Foundation supports research to inform policy and environmental strategies for increasing physical activity among children and adolescents, decreasing their sedentary behaviors, and preventing obesity. KAISER PERMANENTE ANNOUNCES AWARDS TO NORTH CALIF COMMUNITY CLINIC CONSORTIA - KP awarded 500 community benefit grants worth $90 million in the fourth quarter of 2009, for a total of $170 million nationwide in 2009. Awards include 15 grants to community clinic consortia and other groups in Northern California that work to help low-income residents maintain enrollment in Medi-Cal and Healthy Families.

** HEALTH POLICY & TRENDS:

FUNDING FOR COMMUNITY HEALTH CENTERS EXPANDS SERVICES, JOBS; CHCs HAVE CONSENSUS OF SUPPORT - Federally qualified health centers will remain an important part of the health care safety net even under reforms that increases the number of Americans with health insurance. A study published in the journal Health Affairs shows that the investments made in federally qualified health centers during 1996–2006 clearly translated into an increase in services available to patients, including mental health and substance abuse treatment.

STATE LEGISLATURE APPROVES PARTIAL BUDGET PACKAGE; HEALTH CARE CUTS DELAYED- On the last day of a 45-day emergency legislative session, lawmakers sent the Governor a plan that aims to reduce the state's $19.9 billion deficit by about $2.3 billion and postpones action on Gov. Schwarzenegger's proposed cuts to health care and social services.

CALIF AGAIN MULLS CUTS TO SERVICES FOR RECENT IMMIGRANTS - Gov. Schwarzenegger has proposed eliminating Medi-Cal benefits and other public assistance programs for some recent immigrants. The Legislature rejected similar plans last year.

SEARCHING FOR BALANCE: THE SOCIAL AND ECONOMIC CONTEXT OF THE GOVERNOR'S PROPOSED 2010-11 BUDGET - The Governor proposes to close the gap with deep cuts in education, health and human services programs, and state employee compensation, as well as with federal dollars. California Budget Project's annual chartbook examines how the economy, demographics, and other factors impact the state budget this year. PROPOSED BUDGET CUTS AT A TIME OF GROWING NEED MAY WORSEN STATE'S ECONOMY - According to a recent report from the California Budget Project, the governor's proposed budget cuts would worsen the state's economic situation by denying people the financial support necessary to contribute to local economies.

WHITE HOUSE HEALTH REFORM PLAN, BIPARTISAN MEETING 2/25 - The President’s plan supports dedicated funding to expand the Health Centers Program as contained both the House- and Senate-passed health care bills, writes NACHC. The While House plan is designed to be approved through budget reconciliation, a process being endorsed by a growing number of Democrats, which requires only a simple majority for passage. However, the president also has ready an alternate scaled-back plan which would expand health care to around 15 million more U.S. residents, about half of what Obama's comprehensive proposal would cover. The smaller "fallback" proposal would moderately expand Medicaid and CHIP. Watch the bipartisan meeting live today.

OBAMA REQUESTS $81.3 BILLION FOR HHS; INCREASE FOR COMMUNITY HEALTH CENTERS, MEDICAID- The President's proposed 2011 budget of $81.3 billion for the Department of Health and Human Services would expand access to care with new community health centers, spend $25.5 billion for a six-month extension of Medicaid money under the economic stimulus program for continuation of an increase in the federal match, through June, 2011, and launch payment system pilot programs for Medicare.

FY 2010 HEALTH CENTER SENATE APPROPRIATIONS LETTERS NOW CIRCULATING - This year's "Dear Colleague" letters ask for an increase of $370 million for the Health Center Program to $2.56 billion. This could mean $100 million in funding to expand access to new communities, $250 million to stabilize existing health centers funded through ARRA, and $20 million to the Federal Tort Claims Act fund.

COMMUNITY HEALTH CENTERS MARK PROGRESS AT ONE-YEAR STIMULUS ANNIVERSARY - ARRA funds made it possible for health centers to increase capacity in variety of ways in response to the surge in demand. NACHC cites Golden Valley Health Centers in Merced as one example of how health centers have used stimulus funds to increase their workforce, expand dental services, and double the size of one of its sites to accommodate demand.

THE ECONOMIC RECESSION: EARLY IMPACTS ON HEALTH CARE SAFETY NET PROVIDERS - The recession has significantly increased demands on the health care safety net as millions of people have lost jobs and health insurance, but in some cases the impact on safety net providers has been less severe than expected, according to a new Center for Studying Health System Change (HSC) study. http://www.communityclinicvoice.org/.eec4b94

CENSUS DATA KEY TO FUNDING SAN BERNARDINO COUNTY HEALTH CARE - County leaders are urging residents to complete the upcoming U.S. Census to ensure that the county receives all the federal funds it is due for health care and other services. The 2000 Census missed more than 40,000 residents of San Bernardino and Riverside counties, costing the region more than $75 million in federal funds.

CALIFORNIA'S MATERNAL MORTALITY TRIPLED OVER TEN YEARS - Doctors are concerned about the dangers of obesity in expectant mothers and about medical complications of cesarean sections. Today, the C-section is the single most common surgical procedure performed in the United States, with nearly one in three babies now born by C-section.

SAN FRANCISCO'S TRANSITIONS CLINIC A MODEL FOR REACHING EX-INMATES - The clinic is the first in the country specifically for parolees, combining aggressive outreach — like recruiting prisoners before their release — with a nonjudgmental approach. Counties are looking to it as a possible model for ensuring that this group gets health care.

ANGEL FLIGHT WEST: FREE AIR TRANSPORTATION FOR HEALTH CARE NEEDS - A network of volunteer pilots donate their time, aircraft, fuel, and pay all flight-related expenses. There are NO costs of any kind to the patient, the patient's family, or the healthcare provider. Headquartered in Santa Monica, the ground team coordinates flights within the 13 Western states, including Alaska and Hawaii.

ALLIANCE MEDICAL CENTER, REDWOOD MEDNET AND THAYER COUNTY NEBRASKA CONNECT HIE'S TO TEST THE HEALTH INTERNET - Using Mirth's Meaningful Use Exchange (Mirth MUx) , two rural Health Information Exchanges securely and successfully exchanged live patient records -- the first such demonstration to take place between health information exchanges in the U.S. using the CONNECT software.

$1 BILLION RECOVERY ACT INVESTMENT IN ADVANCING USE OF HEALTH IT, WORKFORCE TRAINING - The awards will help make health IT available to over 100,000 hospitals and primary care physicians by 2014 and train thousands of people for careers in health care and information technology. California Health and Human Services Agency's HIE award was for $38,752,536. Job training grant recipients in the state include San Diego State University Research Foundation, San Jose State University Research Foundation and San Bernardino Community College District.

FEDERAL ADVISORS RECOMMEND FLEXIBILITY IN MEANINGFUL USE - The HIT Policy Committee's meaningful use workgroup recommended a measure of flexibility, saying providers working in good faith to comply with the meaningful use rule should not be denied incentive payments if they fall short of fully meeting all criteria.

** MEDI-CAL, MEDICARE, CHIP:

THE CHILDREN’S HEALTH INSURANCE PROGRAM REAUTHORIZATION ACT ONE YEAR LATER: CONNECTING KIDS TO COVERAGE - Medicaid and CHIP have helped bring the rate of uninsured children to the lowest level in more than two decades. HHS launched a five-year long campaign that will challenge federal officials, governors, mayors, community organizations, tribal leaders and faith-based organizations to build on this success and enroll the nearly five million uninsured children who are eligible but not enrolled in Medicaid or CHIP.

IMPROVING LANGUAGE ACCESS: CHIPRA PROVIDES INCREASED FUNDING FOR LANGUAGE SERVICES - A new report from Families USA discusses the increased funding for language assistance services (interpretation and translation) and how states cover these services for Medicaid and CHIP enrollees who are limited English proficient.

HHS GRANTS STATES RELIEF ON MEDICARE PART D COSTS; CONGRESS URGED TO EXTEND TEMPORARY INCREASE IN MEDICAID FUNDING - $4.3 billion in financial relief to states will reduce the amount they pay the federal government to offset the cost of Medicare coverage for prescription drugs for state residents eligible for both Medicare and Medicaid. The estimated saving for California is $675,433,698.

KAISER ANALYSIS FINDS RECORD MEDICAID ENROLLMENT GROWTH IN 2009 - Nearly 3.3 million more people were enrolled in state Medicaid programs in June 2009 compared to the previous June; in California, enrollment jumped 4.8%. The largest ever one-year increase illustrates Medicaid’s role In covering people during economic downturns, but further strains tight state budgets. Medi-Cal is one of the fastest growing programs in state government, with total spending on the program doubling in 10 years, writes Daniel Weintraub in an article for Healthycal.org, beginning a series on the spending growth.

ADMINISTRATION'S HEALTHY FOOD FINANCING INITIATIVE; ONLINE FOOD ATLAS - New $400 million initiative will bring grocery stores and other healthy food retailers to underserved urban and rural communities across America. CHILDHOOD OBESITY INITIATIVES - The Partnership for a Healthier America, a new organization formed by several leading health-related nonprofits and foundations, will provide support to a newly announced White House initiative, Let's Move, that aims to improve school nutrition and promote better access to grocery stores in communities. A Presidential Memorandum this month created the first ever Task Force on Childhood Obesity which will develop a national action plan within 90 days.

THE COST OF DELAY: STATE DENTAL POLICIES FAIL ONE IN FIVE CHILDREN - Two-thirds of states do not have effective policies in place to ensure proper dental health and access to care, according to a report by the Pew Center on the States. Pew scored all 50 states and the District of Columbia on eight policy Benchmarks aimed at addressing children's dental health needs; California earned a C grade.

NEW COUNTY-BY-COUNTY HEALTH RANKINGS: MOBILIZING ACTION TOWARD COMMUNITY HEALTH - The first set of reports to rank the overall health of every county in all 50 states are now available at www.countyhealthrankings.org. Released by the University of Wisconsin’s Population Health Institute and the Robert Wood Johnson Foundation the rankings help public health and community leaders, policy-makers, consumers and others to see how healthy their county is, compare it with others within their state and find ways to improve the health of their community and reduce disparities. L.A. COUNTY 10 YEARS LATER: A TALE OF TWO CITIES, ONE FUTURE - Los Angeles County was in crisis before the recent economic downturn and is now in danger of falling further behind, according to this new report from United Way of Greater Los Angeles. Progress in closing the economic divide is lacking, but there are isolated improvements in children’s health insurance coverage and school achievement, partly due to thoughtful policy interventions. The central message is: if we actually pay attention and shift policy, we can make progress.

TEEN BIRTHS FALL TO RECORD LOW IN CALIFORNIA - The California Department of Public Health released data showing that about 35 births per 1,000 teen females were reported in 2008, a drop of more than half since 1991. The decline was largest among younger teens; Hispanic teens continue to have the highest birth rate.

** WORKFORCE: TEACHING PRIMARY CARE IN COMMUNITY HEALTH CENTERS: ADDRESSING THE WORKFORCE CRISIS FOR THE UNDERSERVED - The national primary care work force shortage could be addressed by linking graduate medical education with community health centers that target underserved populations, according to research published in the Annals of Internal Medicine.

NURSING EDUCATION LOAN REPAYMENT PROGRAM: APPLY BY MARCH 4 - The HRSA-funded Nursing Education Loan Repayment Program (NELRP) assists in the recruitment and retention of professional RNs dedicated to providing health care in facilities with a critical shortage of nurses, which includes community health centers.

PHYSICIAN SURVEY ON WORK FORCE ISSUES; IMPACT OF RECESSION - About 9,000 primary care physicians nationwide are being surveyed to examine work force matters, medical homes and other practice issues. One goal is to help determine whether there are enough primary care physicians to tend to the nation's needs. AAMC will prepare reports based on the results, to be analyzed by April.
